The implement of “211 project” is an important measure that Chinese government actualizes to push the development of higher education, so as to acclimatize higher education to the development of social economy. The implement of the project aims at cultivating high-level talents for national economic and social development strategies. It has momentous significance for improving the level of national higher education, speeding up the national economic construction, accelerating the technological and cultural development, strengthening the national integrated power and international competitive ability, and realizing the aim of cultivating high-level talents in the domestic fields.

South China University of Technology (SCUT) has established the goal and duty of this constructive project on the basis of the requirement of national and international higher education development and modernized construction of the country in the 21st century, as well as on the basis of the general developmental aim and its strategy development and planning.

1．Persisting on the guidelines of “high criterion, high level, strict requirement and jumping development”, the university aims at accelerating the improvement of teaching and research level, speeding the cultivation of adaptable high-level talents that are requisite for modernized construction, and obtaining symbolized achievements that will have great influences on the economic construction and social development.

2．Stick to the principle of “giving prominence to the main points and advancing in a full scale”. Gather the strength and break through major difficulties, so as to achieve or approach the advanced world-level in various discipline fields and bring along the integrated improvement of the university. Form more distinct characteristics and advantages of its disciplines on the basis of persist in the traditional characteristics of the university and its advantages of education.

3．Externalize the requirement of educational innovation for the new era. Intensify the close link between key discipline construction and technological innovation. Determine the orientation of the discipline, assemble its research staff and construct its base.

The developmental aim of each project should accommodate to the pursuit of high-level university construction and should be developed in a combinative mode of independent tasks and overall planning under the guidelines of the general aim of the university. Appropriately deal with the relationship between the general aim of the university and its phased goal. Consider the requirements of national and regional economic development as a whole.
