I.Common Access Issues & Solutions

If download fails during access, please try disabling the network acceleration feature of browsers like Sogou.

Step 1: If using Sogou Browser, it is recommended to disable the global acceleration feature. Click Tools, select Sogou Browser Options, then click Network Connection. In the network connection settings, choose Do not use any proxy and click OK.  

Step 2: Open Sogou Browser and click the rocket icon in the bottom right corner until it turns gray, indicating acceleration has been disabled. 

Step 3: Close any accelerator software with acceleration functions on your computer. 

Root Cause: Some browsers offer “accelerator” features that route traffic through external proxy servers to speed up access, especially to international sites. However, most library e-resources authenticate users based on their campus IP address. When an accelerator is enabled, the resource provider sees only the proxy server’s IP, which is not recognized as authorized, leading to access denial.  

II. Copyright Notice for Electronic Resources 

To protect the intellectual property of electronic resources, maintain the reputation of our university, and safeguard the legitimate rights and interests of all legal users, the library requires all units and individuals to strictly adhere to the relevant regulations on intellectual property of electronic resources. 

Do not use batch download tools to download electronic resources purchased by the library (including download software like Xunlei, network robots like NetAnts and Flashget for batch downloading); 

Do not perform continuous, systematic, concentrated, or batch operations such as downloading, browsing, or searching full-text databases. (Database providers have different definitions of abuse, but generally, speeds exceeding normal reading and browsing are considered abuse); 

Do not provide obtained documents to off-campus personnel, and under no circumstances use obtained documents for illegal profit-making; 

No individual on campus may set up aproxy serverto access or download electronic resources. If a campus unit needs to set up a proxy server for special reasons, it must first obtain permission from the library and ensure the server does not allow off-campus IP to access library-purchased electronic resources through it; 

In case of violations, the library will assist relevant university departments with the investigation and take the following actions:

(1) The individual concerned will be required to report to the Library within three working days for an interview and to submit a written statement. A notice of censure will be posted on the Library website, and the relevant academic or administrative unit will be informed;

(2) For serious cases, disciplinary action will be recommended to the university. All legal consequences arising therefrom shall be borne by the the individual(s) concerned.

III. Policy on Misuse of Electronic Resources 

In recent years, the university has invested heavily in purchasing various domestic and international online databases, which have basically met the document needs of faculty, staff, and students, playing a positive role in improving teaching and research standards. 

In accordance with international practices, the university purchases usage rights for these online databases. Publishers/Vendors enforce strict regulations on literature downloads during usage, with round-the-clock automated monitoring of client download volumes. Upon detecting violations, the system automatically suspends the IP's access rights to the database, which also affects faculty and students' access. Any such activity may compromise the reputation of South China University of Technology and cause significant financial losses to the institution. To protect the legitimate rights of all users, the library requires all organizations and individuals to strictly adhere to electronic resource copyright regulations.
